The strange-looking creature on the pommel represents a DOLPHIN, leading me to think this is a naval officer's sword, but I don't recognize the maker's mark on the blade. It looks Germanic, while the chipped horn ( ? ) grip reminds me of mid-1800's French pieces. I don't think this is any sort of regulation pattern, unless it's for one of the minor European nations. Good luck with it!

Funny, five minutes ago I was looking at a similar sword from this catalogue (a Portuguese, or rather Brazilian, with greater decoration).
